Lois Epstein, P.E.
Lois Epstein is an Alaska-licensed Professional Engineer (P.E.) and President of LNE Engineering and Policy, a woman-owned consulting firm. Clients include tribal and environmental organizations. LNE Engineering and Policy specializes in deep dive research and analysis, comment writing, and public communications. Ms. Epstein is available to serve as an expert witness.
Throughout her career in both Washington, DC and Alaska, Ms. Epstein has focused on the overlap of technology and policy, especially regarding oil and gas development and operations and new transportation infrastructure, and she currently is exploring the transition Alaska must undertake to achieve a low-carbon future. Ms. Epstein has testified before Congress on multiple occasions, served on two Transportation Research Board/NAS committees, helped the media and members of the public understand the impacts of industrial operations, published numerous opinion pieces, and collaborated with federal and state elected officials and their staffs on legislation and oversight hearings. Her work has resulted in environmental policy improvements and prevention of environmental degradation including codification of pipeline integrity requirements, stopping construction of ""bridges and roads to nowhere" in Alaska, and utilizing federal and state data to expose poor environmental performance. She serves on the boards of the PIpeline Safety Trust, a national non-profit, and the Alaska Public Interest Research Group.
Ms. Epstein's analytical specialties are in the following areas:
-
Oil and gas development, both onshore and offshore,
-
Pipeline transportation,
-
Arctic ecosystems,
-
National Environmental Policy Act analysis,
-
Federal environmental agency decision making (BLM, BOEM, BSEE, PHMSA, EPA),
-
Alaska environmental policy,
-

-
Multi-modal transportation decisions and funding, especially within Alaska.
Ms. Epstein previously worked with The Wilderness Society, Cook Inletkeeper, Environmental Defense Fund, and two environmental consulting firms.
